MINUTES OF DIRECTORS MEETING

The meeting was called to order at 7:04 PM. on the 18^th.
day of January, 2012
at Oaklawn Improvement District, 2937 Oaklawn Drive. Wichita, Kansas 67216.

The meeting was called to order at 7:04 PM. The district clerk read the minutes of January 4, 2012. Bob made a motion to accept the minutes as read. Andree seconded the motion. All members approved. The motion carried.

OLD BUSINESS:

1. Nuisance Abatement - There was 1 new case. Bob made a motion to pass Nuisance Abatement Resolution #5006 Elmhurst. Don seconded the motion and all members approved. The motion carried.

Roger Turner came before the board asking for an extension on 5042 Meadowview. The board granted an extension to February 15, 2012.

2. DRC - Derek Smith came to the board with the Baseball Field Agreement. It is the same agreement as last years. The board will review the agreement. Derek also stated that summer jobs have been posted for the DRC.

3. City of Wichita (Resolution for Sewer Increase) - The board signed the hard copy of the new sewer rates due to the City of Wichita’s 10% increase to Oaklawn Improvement District.

4. Computers - Andree visited with Rob at the OAC/DRC. The OAC has a social block and freeze on their computers. Don would like to table this until we get some prices to fix the computers.

5. Shop Heater - The heater in the shop is not working like it is suppose to. The maintenance got bids to replace the heater. Bids are as follows: Gene Hensley - $2,706.00
Fanestock - $6,760.00     Air Solutions   - $1,583.00
Don made a motion to replace the shop heater and except Air Solutions bid for $1,583.00. Bob seconded the motion. All members approved. The motion carried.

6. Spay & Neuter Class - This class has been cancelled to a later date.

NEW BUSINESS:

1. Grass Seed (4 Plex) - Bob would like to purchase grass seed for the 4 plex area. Bob suggested to table until he gets prices for grass seed.

2. Cost of Living - Don made a motion to grant employees a 2% cost of living raise. Bob 2^nd. And all members approved. The motion carried.

3. Approval of Bills to Be Paid - Andree made a motion to pay bills for the first half of January 2012. Don seconded the motion and all members approved. The motion carried.

4. Thank You Cards - KUC Staff with our Angel Tree sent a thank you for doing the angel tree at Christmas. The Oaklawn PTO also sent thank you cards from the students for the Thanksgiving dinner the district help provide at Oaklawn Elementary.

5. Sysco Price List - The board reviewed the price list with Sysco versus what we pay now for products. Sysco does not look like it will work for us. There are to many price differences.

6. Resident Complaint - Andree along with Don and Bob got a complaint from a resident on Idlewild about ruts being put in his yard with the sewer machine. The board suggested putting plywood down before driving on his yard if it happens again.

7. Citizens to Be Heard:

Community Policing said they would have more on the Score Program at next meeting.

OFF AGENDA ITEMS:

Bob had excavation safety program information sent to him. He would like for Brian and Louis to attend this class on February 7, 2012. It is an educational class that is free.

Don wished Andree a Happy Birthday from Oaklawn. The board presented her with a Birthday Card.

Bob wanted to table the new truck issue until we get some of the other items off our agenda.

Andree did an overview of the year end report. The board did well staying within their budget.

Andree reviewed the senior meeting and funding with the Department on Aging that she attended.

Louis would like the board to look at purchasing a jetting vacuum for the sewer machine to remove silt from our sewer lines. This vacuum is $755.00. Andree made a motion to purchase the vacuum for $755.00. Don seconded the motion and all members approved. The motion carried. Bob would like to hold off on purchasing this until we find out where to dump the silt once it is removed from the sewer line.

Louis would also like the board to look at purchasing a camera for the sewer lines. The cost of the camera is somewhere between $15,000.00 to $16,000.00. The board is not in favor of this.

The board went over some of our sewer line problem areas.

The board discussed putting on the digital sign that the Oaklawn Improvement District is a voter registration site. The board would like to purchase a voter registration list to help find seniors within the Oaklawn area to help build our senior membership up.

Don made a motion to go into executive session to discuss personnel matters at 9:20 PM. and not to come out no sooner than 9:40 PM. Andree seconded the motion and all members approved. The motion carried. The board came out of executive session at 9:45 PM. No action was taken.

Bob made a motion to adjourn at 9:46 PM. Andree seconded the motion and all members approved. The motion carried.
