The meeting was called to order at 7:04 PM. The district clerk read the minutes of July 7, 2010. Bob made a motion to accept the minutes as read. Andree seconded the motion and all members approved. The motion carried. Andree abstained from voting. Don will sign minutes when he returns at next meeting.

The district clerk read the minutes of Special Meeting for July 20, 2010. Andree made a motion to accept the minutes as read. Bob seconded the motion and all members present approved.

OLD BUSINESS:

1. Nuisance Abatement - There was 4 new cases, 4 completed by the owner. Bob made a motion to pass resolution 4425 Jade. Andree seconded the motion and all members present approved. The motion carried.

2. Austin Parker (Attorney) - When doing the new sewer permits, Andree asked how liable is the district after we inspect the line and something might happen? The attorney stated that we are not liable. The board feels that there should be proper training for inspecting the sewer lines such as knowing what material can or can not be used.

Austin also visited on the tax exemption for 4539 Hemlock. The board decided that they would go ahead and get the tax exemption on the property even thought the intent is to sell the property.

Austin went over the new account fund for 10 mills that the district can create to help with the short fall we always have in our general fund to do area improvements etc. This fund would be created due to the payoff of the Insituform bond & interest.

The budget hearing will be August 4, 2010 at 6:00 PM.

NEW BUSINESS:

1. Community Center Director’s Report - July 29, 2010 will be the last community center dinner the district will have until next year. The dinner will start at 6:00 PM. and it will be hamburgers and hot dog.

There has been $250.00 approved for National Night Out from the Improvement District.

Tina stated that the Denver trip went well with Andree. There are 2 trips in August. No dates set yet. The Fall Festival Meeting will be tomorrow. The Fall Festival is September 18, 2010.

2. Approval of Bills To be Paid - Bob made a motion to approve the bills to be paid for the first half of July, 2010. Andree seconded the motion and all members present approved.

3. Citizens To Be Heard:

Lynn Wasinger with Community Housing spoke on the special meeting she hosted for the parents in Deer Lake Estates on the 2.5 mile busing issue. 1 lady attended the meeting. Several of the kids have moved out of the area already. DRC said that this was something that they did not want to take on.

Andree mentioned that Cooper and Oaklawn enrollment is July 21 & 22, 2010. She also stated that Prime Time numbers are down.

Andree made a motion to adjourn the meeting at 9:04 PM. Bob seconded the motion and all members present approved. The motion carried and the meeting was adjourned.

The next regular meeting will be held on August 4, 2010.
